Teign Housing is proud to have partnered with LivGreen to deliver a major retrofit programme as part of the Government’s Warm Homes Scheme, helping residents enjoy warmer, more comfortable and energy-efficient homes.
Since September 2025, the dedicated project team has worked to improve homes across the region, delivering high-quality energy efficiency upgrades while placing residents at the heart of every stage of the project.
The programme has focused on enhancing existing properties through carefully planned retrofit improvements, helping to reduce energy consumption, lower household bills and support the UK’s journey towards net zero.

Is everyone in my area having the energy performance of their home assessed?
Not necessarily. Properties have been assessed for their eligibility for government funding under the government’s Warm Homes Plan. This is based on specialist data predictions that account for any previous government Energy Performance Certificate (EPC) ratings as well as our own data on maintenance and building condition.
In some neighbourhoods, properties have different EPC ratings despite being built at the same time or looking the same outside. This can be because of the individual maintenance history of the property – for example, different boilers, heating systems, etc.
If we have written to you to say your home is being included in the project, then this means your home has been identified as likely needing upgrades to perform at an EPC band C. What upgrades may I be offered? Can I choose which upgrades I have?
The government supports a ‘fabric first’ approach, which places emphasis on improving aspects like insulation to reduce energy demand before considering technologies such as solar panels. This means the initial assessment of your property will consider improvements to building elements like wall insulation, loft insulation and windows. The assessment may then also consider technologies like solar panels.
Please note that having the initial survey is not a guarantee that upgrades will be offered. We will let you know what recommendations are made following the survey. Due to the way the Government funding works, it is not usually possible to choose some of the works and not others. However, if you have concerns about a particular upgrade being proposed then please discuss it with us or LivGreen.
How long can I expect works to take and will scaffolding be left up?
As a specialist retrofit company LivGreen are able coordinate their teams efficiently so that works are completed quickly, even when requiring multiple trades. If scaffolding is required, it will be coordinated with the works and not left there unnecessarily.
LivGreen’s installers generally work Monday-Friday 9-5pm. LivGreen’s scheduling team will work with you to find the best timings. You will also have a designated contact at both LivGreen and Teign Housing should you need to reach someone during the works.
We request you are present at your home when workers visit in case they need to give you any updates, especially when they leave at the end of the day. If you do need to be away from your property while they work, we ask you please coordinate this with LivGreen so there’s a way of contacting you during that time, and we request that you are back in time for when workers finish at the end of the day in case they need to brief you on anything.
How can I expect LivGreen installers to treat my home?
You can expect installers to always be thoughtful and considerate. LivGreen has a code of practice for operatives that sets out the standards they expect when working in or around residents’ homes. Its main purpose is to ensure that operatives deliver a professional, respectful, safe, and high-quality service while minimising disruption to residents. It includes for example: the importance of keeping residents informed on timings, explaining work clearly on arrival, not using facilities or spaces without permission, respecting privacy, cleaning up after works, respecting shared spaces like gardens, and avoiding unnecessary nuisance and noise.
If I am offered solar panels, will this affect my tariff with my energy supplier?
You shouldn’t need to make any changes to your tariff as the panels will start contributing free daytime electricity to the home as soon as the installation is complete. The panels do not have battery storage, so they only provide electricity during the daytime, with any excess generation automatically flowing into the National Grid.
You may have heard of Smart Export Guarantee (SEG) tariffs with relation to excess generation. Teign Housing is considered the ‘generator’ under this scheme, and therefore it does not affect your tariff with your energy supplier. Teign Housing may receive small payments for excess generation under the SEG scheme, which, as a non-profit charity organisation, we reinvest into improving and maintaining homes.
If I am offered cavity wall insulation and holes need to be drilled for the infill hose, will LivGreen repaint the walls after?
Where holes have been drilled in order to infill insulation, the filler used to seal the hole may be a different finish/ colour to your existing paint. LivGreen are not painting walls as part of their contract. Teign Housing is currently in the process of obtaining quotes to ascertain the affordability of us painting the filler across all properties. We will keep residents informed about the progress of this, but we cannot guarantee we will be able to paint the filler at the point LivGreen finish their works.
If loft insulation is proposed, will I be able store belongings in my roof space?
Depending on your property and agreement with Teign Housing, your roof space may be unsuitable for storage – in some circumstances it may be possible for us to board a small area – this cannot be guaranteed but please let us know if you feel you need this.
Please note, contractors will not ordinarily be able to remove and replace items from your existing roof space. If loft insulation is part of the retrofit works, then we expect the loft space to be cleared. If you have items in your loft that you would struggle to safely remove yourself then please let us know.
Should I be concerned about retrofit works increasing moisture in the air?
It is mandatory under retrofit projects for an air quality/ ventilation assessment to be included as part of the assessment and design process. In some properties LivGreen may take a moisture reading at the start and end of the works as a quality check. Their works may include alterations to extractor fans, doors or windows to improve air quality and comfort. You therefore do not need to be concerned about retrofit works in this regard. If you ever have concerns over damp at your property in general, then please do speak to us.
